The Leader sets the vision for an organization, and the manager executes that vision...................
BUT there has been a fundamental shift where people don't wanna take direction anymore. They want to be lead by somebody, so the leader that sets the vision, now has to champion the vision, and now is set up to help overcome the obstacles. They are leading from the front, not from a place or positional power. Likewise, the manager is forced at this point from the employee standpoint to also champion the vision, and to be somebody who can drive that forward so that people understand it.
